That last entry looks strange.  It says the texmf.cnf is only readable 
by the root user.  On my install that file has permission string 
"-rw-r--r--", which means readable by everyone.

Here's a command that should list all the files in your TeX install 
that are not readable by everyone:

find /usr/local/teTeX -not -perm +044

On my install it does not return any results.  That is, all files in my 
TeX install are readable by everyone.  What are the results on your 
machine?
