Nothing surprising in that: That is the default in the T1 encoding. The
obsolete OT1 encoding happens to map " into the glyph represented as
ending quotes because it doesn't actually contain a glyph for the raw ".
Use '' instead. Every manual recommends this; even The TeXbook.
