In Terminal (or Carbon Emacs' shell buffer) you can invoke 'head -1
<path to>makeglos.pl'. This first line of the script will tell you that
"/usr/bin/perl" will execute that script.
Usually .pl file files are Perl scripts (except when using fontinst,
then they are property lists, that can be converted into TFM files, or
als .vpl vitual property lists, that be converted to VF files). They
should be executables, they should show up like this Perl script:
ls -l /usr/local/teTeX/bin/highesttexbin.pl
-rwxr-xr-x 1 root admin 374 23 Okt 2002
/usr/local/teTeX/bin/highesttexbin.pl
chmod 755 <path to>makeglos.pl makes it an executable.
