It does! Known Packages i-Directory --> select Jonathan Kew's
i-Directory @ SIL
Your test case still is not OK:
! LaTeX Error: Missing \begin{document}.
See the LaTeX manual or LaTeX Companion for explanation.
Type H <return> for immediate help.

ªø\documentclass[paper=a4]{scrlttr2}‚Ä®\usepackage{ngerman}‚Ä®\usepacka.
..
BBEdit, or you, makes gross mistakes. In *EVERY* encoding the LaTeX
code just has to be:
\documentclass[paper=a4]{scrlttr2}
\usepackage{ngerman}
\usepacka...
Basta!
When I pdflatex your file (I copied your test case into an UTF-8 text
buffer in GNU Emacs) I get, either I add ``\usepackage{lmodern}´´ to
define a modern PostScript based Computern Modern substituting font, or
not:

They point to an incompatability of ngerman and ucs, so I commented the
use of ngerman and got a new log output:
Class scrlttr2 Warning: \language is 0, \languagename is
`nohyphenation'
(scrlttr2) but \datenohyphenation not defined!
(scrlttr2) This seems to be a bug at you're `hyphen.cfg'.
(scrlttr2) I'l undefine \languagename to avoid errors.
Class scrlttr2 Warning: \languagename not defined, using \language.
(scrlttr2) This may result in use of wrong language!
(scrlttr2) You should use a compatible language package
(scrlttr2) (e.g. `Babel', `german', `ngerman', ...).

In the end I got a PDF file without Cyrillic glyphs. Certainly because
I've chosen the wrong font (without lmodern, i.e. Computer Modern then,
the same). There are some KOMA related errors for me.
My final advice is to create a new file and copy its contents from the
copy of your eMail to OS X TeX list. You *do* have to get rid of the
erroneous UTF-8 characters sprayed into your text! To do so open
TeXShop once and go into its preferences (Einstellungen) and set Coding
to UTF-8. Then quit and re-launch TeXShop. Now copy&paste your example
from Mail. This one worked for me. I don't know whether
Microsoft-Entourage/11.1.0.040913 works at all ...
I'm a bit busy today, I'll have some more time at home in the evening!
