There's been a fair bit of discussion on this sort of thing in 
comp.text.tex, and it's been done.

There's also a minimal port for Pocket PC devices as well.

For my part, I just use a Windows pen slate --- Dirk Stuve's 
WinTeXShell does a nice job of supporting handwriting recognition, but 
LyX does as well.
