I read it doesn't support all unicode characters yet. According to the 
discussion on the German list LaTeX is only capable of UTF-8, not 16, 
so that may explain the limitations of ucs.sty. I couldn't really tell 
if ucs.sty works reliably enough for others, it worked very well for 
me. But then again, I am no expert who can tell if there weren't any 
flaws...

I couldn't find it in Google, the thread was called 
"Unicode-Information" and initiated by Albrecht Mehl on November 3rd.
