Because all the latex commands aren't pre-loaded?
Because plain TeX doesn't know about \documentclass?

Or did you use a %&latex contruct?
They don't work so nicely either, because pdftex cannot load latex.efmt,
you need pdfetex loading pdflatex.efmt (all tex, except for plain tex 
is moving to etex and pdfetex).
