Or you can use the command \@startsection
Example:
\renewcommand{\chapter}{\@startsection
{chapter}%
{0}%
{0pt}% or what you want to have
{-\baselineskip}% or what you want to have
{0.5\baselineskip}% or what you want to have
{\normalfont\normalsize}% or what you want to have
}

BTW: You can find the answer how to use the \addto to change 
bable-Names (as already explained in this list) in the TeX FAQ from 
www.dante.de
