[Mac OS X TeX] Can TeXShop do this?

No. TeXShop uses the standard Cocoa TextView class. It has very limited 
emacs support.

Filling is normally not required with text in those objects. Paragraphs 
in TextView are --- unless you type in returns by hand --- very long 
lines. Put a % at the begin of a paragraph and you'll see what I mean.
