This is one of the remaining issues I want to tackle. have some
patience, I want a good and supportable solution for this.

Currently, a workaround is to copy the entire
/usr/local/teTeX/share/texmf/dvips/config subdiredctory to
/usr/local/teTeX/share/texmf.local/dvips/config and do you edit work
there. Any changes in the former directory by installing a new version
will be ignored by your TeX as texmf.local files are found before texmf
files and I leave texmf.local alone.
