You can get it from Fink as a package. Fink has a link to

Ross Moore - who reads this list - is one of the
primary authors of latex2html. He has the manual on
his web site.

Many moons ago I got it running on a UNIX machine and I had
to install lots of extra stuff.  I am not sure
how much of that is part of Mac OS X now.
