My €0.02: for the best clarity, I think the only solution unfortunately is to describe the two possibilities in full and separately: on one hand the system-wide install with updmap-sys, and on the other hand the user-specific install with updmap.

And at the end of the description of the system-wide install, to mention the fact that it must be made sure first that there are no user-specific fonts installed or if there are that they won't conflict (in particular, that the user-specific psfonts.map etc. won't supersede the system-wide psfonts.map for some fonts).

Conversely, at the end of the description of the user-specific install, to mention the fact that every time afterwards a font is added at the system level, then the user must run updmap in addition to make sure this user sees the addition.

This suggestion is probably not realistic in practice, as it would be more confusing than helpful for novice users and possibly discourage them from purchasing the fonts.
