I'm an idiot.

I was running the commands in an xterm which hasn't yet picked up my
TeXLive $PATH and is using teTeX instead.

All is well. latex, pdflatex, xdvi, xpdf & dvips all work as expected.

Sorry to have wasted your time Axel.

Moral of the story: don't try and do things when you haven't had a
decent nights sleep ;)
