[lucida] Installation of lucida for plain tex?

dear lucida experts:

I have just (re-)purchased the TUG lucida set, and installed it.  The 
LaTeX installation was straightforward.  However, here is a suggestion: 
why is there not a "lucida" package that does all three apparently 
required steps 
(\usepackage[T1]{fontenc},\usepackage{textcomp},\usepackage{lucidabr}) 
and/or anything else that should be done.

more importantly, although I use only latex, I have to be able to 
typeset something that uses a different macro package, based on plain 
tex.  Alas, even the simplest file does not seem to work.  Here is 
'test.tex':

\font \lucida = lbr at 14pt
\lucida

Hello world!

\bye

...and...
