Because existing packages and documents use them.

You are right that we are not concerned with the 8.3 limitation any
more.  (It's quite possible some of them don't meet 8.3 requirements
anyway, I haven't checked.)

    # mv hlhr8y.tfm lbr.tfm
    or
    # ln -s hlhr8y.tfm lbr.tfm

No, it won't work (without further massive and painful changes), because
psfonts.map (et al.)  use the tfm name.  Remember the tfm name is all
that TeX knows ...
