Which versin of teTeX, 3.0 or 2.X?

You probably didn't activate the lucida.map file.

With tetex3 the follwoing should be possible

As root:
	updmap-sys --enable Map=lucida.map

I don't know wether it helps, but I assume (please check wether the file
is actually called lucida.map, it should be in
/usr/local/share/texmf/fonts/map/...)
