[lucida] an rpm spec file

I've got the fonts now, and created an rpm spec file for those
interested.

It installs it (configurable) into the $TEXMFLOCAL tree as that made the
most sense to me.

I use Fedora, but it is pretty generic and should work on just about any
rpm based distribution.
