[luatex] Luatex 1.09.0 announcement

LuaTeX 1.09 2018-10-23

(1) This is a release that fixed some bugs, and the latest
with lua 5.2.

(2) luaffi is still incomplete, so very likely there will be
a new release 1.09.1 before the next year.
