[luatex] luatex crash when \hyphenation contains a discretionary

When I compile this document with context + luatex 1.08 luatex
crashes:

\starttext
\hsize=1pt
\hyphenation{multi{-}{}{-}word{-}{}{-}boun-daries}
multi-word-boundaries
\stoptext

The last line on the terminal says

mtx-context     | fatal error: return code: -1073741819

I get a similar crash with a latex document in a texlive which uses
luatex 1.08, 

with luatex 1.07 it compiles both in context (from texlive 2018) and
latex but the hyphenation doesn't happen as expected.
