[luatex] recent tunenc.def fails with lualatex

This does not seem to be correct. The updated formats would be in
	/usr/local/texlive/2016/texmf-var/web2c/...
You have a personal copy of lualatex.fmt, I guess you have called
	fmtutil
(without the -sys) at some point.

Please backup and remove all files in 
	/Users/wolpert/Library/texlive/2016/texmf-var/web2c/
(especially the format files) and retry.
