[luatex] luatex -ini fails

Hello

I'm running texlive on a fedora 25 machine (installed with 'dnf install 
texlive-scheme-full').
Now I tried 'fmtutil --missing' and that failed for some formats, 
especially for luatex and
friends:

fmtutil [INFO]: Disabled formats: 3
fmtutil [INFO]: Successfully rebuilt formats: 38
fmtutil [INFO]: Failed to build: 4 (eptex/eptex luatex/luatex luajittex/luajittex luatex/dviluatex)
fmtutil [INFO]: Total formats: 45


If I try for example

luatex -ini -jobname=dviluatex -progname=dviluatex dviluatex.ini </dev/null

I get
