[luatex] dvilualatex fails with hyperref in TL 2016 pretest

I have updated pdftexcmds at source to not do that test in luatex, and
the test file now runs without error
in lualatex and dvilualatex with or without the luatex85 package/

Also updated luatex85.sty so that \pdftexversion has a usable number
even in dvi mode (so the test would
not give an error even if it had not been avoided)
