It's not _that_ many (search for `\pdf[a-z]` in y0ur texlive tree, and
while not all are updated yet
most maintainers  have been contacted (or at least, efforts have been
made to contact them)

No, on balance I/we think it is better not to do that, see for example
discussion on texlive list
