[luatex] TLT, TRT, RTT and LTL

As I explained in the ConTeXt Meeting, in (nowadays) Japanese vertical
writings, they have some amounts of alphabetical words among Japanese
characters.
In those cases, Japanese characters and short (less than 4 letters)
alphabetical words such as acronyms should typeset in RTT, but long
alphabetical words in RTR.
Moreover, _tate-chu-yoko_ (horizontal-in-vertical settings) could be tricky
for some people.
