[luatex] behavior of \write in LuaTeX differs from the one of PdfTeX/XeTeX

no, that will not happen .. luatex us 8 bit and utf and if you want 
something else you can use the callbacks and or luatex for implementing 
whatever file thingies you like

adapt the packages to modern times

not yet (certainly not around the current code freeze for tl 2015)
