? I don't know this command. On windows I use 

  kpsewhich --show-path texmf.cnf

> /etc/texmf/web2c:/usr/local/share/texmf/web2c:/usr/share/texmf/web2c:/usr/share/texlive/texmf-dist/web2c

Imho not in a normal installation. There texmf-local is part of the
search path. Beside this you should be able to add any location by
setting the TEXMFCNF environment variable.
