Just for the record, your test file contains very long lines which
were broken during email transfer.  The ifluatex package allows you to
avoid the comments completely:

  \usepackage{ifluatex}

  \ifluatex
     LuaTEX is running
  \else
     Without LuaTEX
  \fi

This also saves you a lot of time while comparing different engines.
