I wanted to test that, but it seems there’s a bug and \uchyph isn’t obeyed
anyway:

    \uchyph=0
    \showhyphens{Declaration}% Shows Dec-la-ra-tion
    \bye

Some investigation shows that the “uchyph” field of the char nodes is
properly set, but ineffective.

So that’s for the bug tracker.
