There is the issue with having to load hyphenation patterns on demand
with LuaTeX rather than dumping them in the format, and currently we
have to provide a patched hyphen.cfg for this to happen. See[1] for more
details. It would be helpful if this could get rid of the LuaTeX
specific hyphen.cfg.
