[luatex] accented characters in plain luatex

Using the IAEF-RTFM approach to troubleshooting, one finds in Section 7.1 
of the LuaTeX manual:
|    For Type1 fonts, you have to set encodingbytes to 2 explicitly. 
Have you done that?  

If not, I don't see any alternative to the \'a method.
