No error with luatex from minimals and luatex-plain as format, and the pdf
is also ok.
Isn't the rule 10 pt ?

My examples follow  Paul's indications:  build a box and shipout, or put
material into the MVL
and let  the current otr   shipout the material, as one can see from the
page size (and the pagenumber at the bottom)
