Every cell in a \halign row becomes and unset box, and these are
separated from each other by a glue object that matches \tabskip.

Subsequent processing depends on this structure remaining intact,
but you should be able to get bidi by adjusting the contents of
the unset boxes (assuming skipping them does not work, I have not
really tested that).
