Ask on the MikTeX list.  AFAIR, MikTeX automatically creates exe stubs
for perl and batch scripts located under <TEXMF>/scripts.  I wouldn't
be surprised if the same is done for (TeX)Lua scripts.  If you have
MikTeX, just put the script in the right place, run mktexlsr (or
whatever the MikTeX's equivalent is called) and check the bin dir for
the stub.
