A bit outdate for python.

Anyway I think that ICU can be candidate, but it's big (icu-lua exists
but I don't know if is usable)
Until now I haven't seen an error in Selene, which is really compact
and tested.
For a tex macro programmer should be not a problem write some wrapper
functions in lua
(infact there are two versions of find_utf8) .
