Anyway, with XeTeX it's not done at the engine level either: the file
unicode-letters.tex, loaded in xetex-based formats, takes care of this.
(However, it is true that this file, or more precisely the script that generates
it, is part of the XeTeX sources.)
It is certainly desirable to have something similar in the LuaLaTeX world. It
shouldn't be too difficult to generate a version of unicode-letters for LuaTeX,
we could then \input it in the formats too.
