It's not sufficient.  See the code at the beginning of
Build/source/utils/tpic2pdftex/tpic2pdftex, which I imported from
texi2dvi.

Please, let's stop this thread now, and give Taco some time to import
the actual fixes into luatex, so that the bash kludge can be entirely
deleted.  Which is the only right thing to do, it seems to me.
