[luatex] Assigning non-existent fontdimens is broken

Assigning non-existent fontdimens always raises " Font \ff has only XX
fontdimen parameters" error, though the assignment is just after
defining the font.

The following raises error with luatex, but OK with tex and pdftex:

\font\ff=ec-lmr10
\fontdimen46\ff=10pt
\the\fontdimen46\ff
\bye
