[luatex] plain LuaTeX

I'm not talking about modifications, but extension when you call 
'luatex' or 'pdfluatex'. LuaTeX needs some low-level macros like 
\newattribute, or multiple callbacks in order to work normally. It's not 
adding new features for the fun, it's adding low-level macros that will 
be used by users, like \newskip, etc.
