I disagree... You just have to tell users "if you want to write persian 
or arabic in LuaTeX, please use bidi.sty (or whatever)", users will 
include bidi.sty in their files, and everything will work OK... I don't 
see why users would get away... They will also use luaotfload.sty for 
otf load, luamplib.sty for metapost, etc.
