[lltx] luaotfload and lualibs maintenance

Hi everyone,

Starting sometime around April I might not be able to actively maintain
any TeX package and this may be the case for the next few years (I hope
not, but just in case), so I'd be glade if someone is welling to
maintain them.

I've also some half done packages on github[1] if it any interests
anyone.
