I might be wrong but I think that is a safe assumption. E.g., eulervm is a virtual font based on euler, and contains files zeurb*.vf and zeurb*.tfm. To the best of my knowledge all TeX fonts use the .tfm file (TeX font metric) to provide character size/kerning information.
