Well from Ross point of view the difference lies at first in the
responsability in case of problems: If he changes xunicode he would
have to correct possible incompabilities with lualatex. If you write
a "cheating package" it's up to you to handle the problems. At
second he would have to consider compability with lualatex in future
versions of xunicode. Opening xunicode for lualatex will (perhaps)
close the door to xelatex specific code which uses xetex primitives.
