I'm away from my desk so I can't look up the ref, I'm sorry. But a kern is nonbreakable, either horizontal or vertical. My guess is I want the rule to not be a place for a page break

I said, this is genius. Putin declares a big portion of the Ukraine - of Ukraine - Putin declares it as independent. Oh, that's wonderful. So Putin is now saying it's independent - a large section of Ukraine. I said, how smart is that? --Donald Trump

Dear Jim,

I am propagating your r633 to the French version. I fell accross this
new example in node \footnote :

\renewcommand@{\footnoterule@}@{% Kerns keep it from taking up vertical space
  \kern -3pt % This -3 is the negative of
  \hrule width \textwidth height 1pt % the sum of this 1
  \kern 2pt@} % and this 2

My understanding of the TeX \kern command is that it controls the
inter-letter *horizontal* space (see for instance
https://nam02.safelinks.protection.outlook.com/?url=https%3A%2F%2Fwww.tutorialspoint.com%2Ftex_commands%2Fkern.htm&data=05%7C01%7Cjhefferon%40smcvt.edu%7C0d6903b2eeeb4fcb72ca08da93276724%7Ccba7935edf564a6e9e66e8b9adbfaba4%7C0%7C0%7C637984094695069510%7CUnknown%7CTWFpbGZsb3d8eyJWIjoiMC4wLjAwMDAiLCJQIjoiV2luMzIiLCJBTiI6Ik1haWwiLCJXVCI6Mn0%3D%7C3000%7C%7C%7C&sdata=WhJggbh9u79m86wLUEONAGv%2BvBEYJbI6haMDHVAdQ7U%3D&reserved=0), but here the
comments refers to vertical space. So I am a bit confused.

Your help is welcome,
   V.
