[latexrefman] jan22 release

I just uploaded a release of latexrefman to CTAN. The pt/mm conversion
error just seemed too embarrassing.  I also updated https://latexref.xyz.

For the future: when making a significant change, such as adding a new
section or significant text, it would be good to add the entry to NEWS
at the time of committing the change. It is painful to look through
everything in ChangeLog.

The sort of high-level changes written in NEWS are what users most care
about, so it is worth putting in a bit of time to deal with it.
