Great, as ever.

    Hey, some of the existing sections have tables of the arguments. An
    example is \addtocontents. 

I think this is a decision to be made on a case-by-case basis, rather
than a format to be rigidly applied. If there is (relatively) a lot to
say about the individual arguments, then a table makes sense. If they
are self-evident (or there's only one, etc.), then I don't see the need.
I wouldn't make the arguments for \rule (raise, width, thickness) a
@table, for instance. --cheers, karl.
