[latexrefman] PDF version update

The version in the svn source is up to date so if you get teh svn distribution then you get the PDF.  I'm not immediately sure how to find the single file online but I'll send you a link to a version that I'll temporarily post.

Hello everyone, I wonder if there is a possibility to update the PDF version?
Currently `texdoc latex2e` returns the 2018 version and the online
version is much more up to date.
Sometimes I turn off the wifi to be able to concentrate on my work :)
