[latexrefman] Now I'm confused

I expected the home page at  https://puszcza.gnu.org.ua/software/latexrefman/ would change overnight to reflect the change in "Contributions wanted."  I guess that is by-hand, which I didn't realize.  Karl, can I bother you copy it over and then I'll upload to CTAN?

And, we in parallel changed the output of easyurls.py in the header of index.html and one of the links went nowhere so I pointed it to a license statment.
