Subject: [latexrefman] document templates section

Although I threw in the appendix on document templates because I didn't
have anywhere else to put the TUGboat template, and I wanted to
"publish" it somewhere, it seems rather out of place by now. So I think
we should drop it. Maybe I'll make a simple web page with them.
