NEWS for French November 2016 CTAN delivery

* Makefile.1: Make variable txt_tiles a macro, so that NEWS-fr and
README-fr be delivered instead of NEWS and README for target
dist-fr.

* NEWS-fr: add news for November 2016 CTAN delivery.
