Reasonable now to assume pdfTeX v1.40+.

A few places will still need attention as they use \let to
activate the live versions: to do in a later commit.

  Drop test for pdfTeX

Other drivers do not do this: we assume that either the driver has
been auto-detected (LaTeX) or the user knows what tehy are doing (plain).
